Buses with faulty brakes are not the only problems at City Central Coachlines. After an election, the new Minister of Transport is exerting some pressure on the company to cut costs, operate competitively in the private sector and turn a profit.

The Managing Director is reluctant to change at first, but comes to understand that change is inevitable. He also discovers that he does have ‘vision’ and goes about sharing it with his staff.
